Pinned Navier–Stokes reference table

The viscous reference pairs (Rey_eff,max_tε_ν) are regenerated with all knobs fixed (seed 7, band-limited IC with k_peak=4 normalized to Z(0)=1.476, integrating-factor RK4, T=8, window t∈[2,8]), replacing any unshipped-seed legacy table. Because enstrophy is monotone without forcing, max_tε_ν=2ν Z(0)∝ν exactly; the pairs are reproducible from ns2d.py.
